The Unsubscribe Tag (<!-- tmpl_var list_unsubscribe_link -->) is required to be present in all outgoing mass mailings. When a mass mailing is sent, this tag is replaced with a custom Unsubscribe Link, specific to your mailing list and your individual subscribers.

When enabled, this will allow you to add subscribers, via the List Control Panel without any email confirmation. This helps cut down on unneeded message-sending and abuse of the unsubscription confirmation system.

You will want to disable this feature, if you would closely follow the Closed-List, Opt-In system.
